Spectra rotary lasers use a self-leveling pendulum system; when the tilt exceeds what the leveling mechanism can compensate, Er1 appears and operation halts.

Er1 is the same fundamental issue as Topcon E-01 and Leica F01 — and the fix is identical: manually level the tripod to within 3-4 degrees of level before powering on.
