E03 on Leica total stations means the EDM (Electronic Distance Measurement) system has faulted. Leica total stations use either a visible red laser (DR standard) or infrared EDM depending on the model. E03 means either the emitter, receiver, or signal processing has detected an out-of-tolerance condition.

Leica TS60 and TS16 EDM faults are taken seriously because these instruments are used for precision monitoring and deformation measurement where distance accuracy is critical. Even a marginal EDM that measures most shots correctly but occasionally errors can compromise monitoring data integrity.
